This article is very critical about the cost disease theory as developed by William Baumol and the way economists and policymakers apply this theory.

A theoretical article that, also with the help of a formal model, discusses the relationship between low artists’ incomes and their relatively exceptional motivation, also from a historic perspective. It pays attention to the working of a former Dutch subsidy–scheme for visual artists, the BKR, and a present subsidy–scheme for all Dutch artists, the (W)WIK. The article `proves’ some of the findings of earlier articles and of the book Why are Artists Poor.

Subsidieconventies in de kunstwereld zijn
onderhevig aan verandering. Nadat decennialang de productie van kunst
gesubsidieerd werd, zien we de afgelopen tijd meer aandacht voor subsidie aan
kunstconsumenten, zoals een laag BTW-tarief en aftrekbaarheid van culturele
donaties. Maar is de samenleving wel gebaat bij dergelijke subsidies?
